Creating Safety Data Sheets for USA
If your company manufactures, imports, blends, or distributes chemical products in the United States, you are legally required to provide an OSHA-compliant Safety Data Sheet (SDS) for each hazardous chemical. This requirement comes from the Occupational Safety and Health Administration’s Hazard Communication Standard (HCS), 29 CFR 1910.1200, which aligns with the Globally Harmonized System of Classification and Labelling of Chemicals (GHS).
An SDS is not just a formality—it is the primary source of hazard communication for workers, customers, emergency responders, and regulatory agencies. Improper or outdated SDSs can result in OSHA citations, regulatory fines, shipment delays, or even product recalls.
What a U.S.-Compliant SDS Must Contain
OSHA requires that SDSs follow the standardized 16-section GHS format, in English, and contain specific, accurate information:
-
Identification – Product name, manufacturer/importer contact details, recommended uses, and restrictions.
-
Hazard(s) Identification – GHS classification, signal word, hazard statements, precautionary statements, and hazard pictograms.
-
Composition/Information on Ingredients – Exact chemical identities or generic descriptions, CAS numbers, and concentration ranges.
-
First-Aid Measures – Immediate and delayed symptoms, required treatment.
-
Fire-Fighting Measures – Suitable extinguishing media, hazards from combustion, protective equipment.
-
Accidental Release Measures – Spill response, personal protective equipment (PPE), cleanup methods.
-
Handling and Storage – Safe handling practices and storage requirements.
-
Exposure Controls/Personal Protection – OSHA PELs, ACGIH TLVs, NIOSH RELs, engineering controls, PPE guidance.
-
Physical and Chemical Properties – Appearance, odor, pH, flash point, solubility, vapor pressure, etc.
-
Stability and Reactivity – Chemical stability, incompatible materials, hazardous decomposition products.
-
Toxicological Information – Routes of exposure, acute/chronic effects, LD₅₀/LC₅₀ data, sensitization, carcinogenicity.
-
Ecological Information – Environmental impact, persistence, and degradability.
-
Disposal Considerations – Proper disposal, recycling, or reclamation.
-
Transport Information – DOT classification, UN/NA number, hazard class, packing group, special transport notes.
-
Regulatory Information – U.S.-specific references
-
Other Information – Date of preparation or last revision, additional notes.

Creating Safety Data Sheets for Canada
If you sell, import, or distribute hazardous products in Canada, you must provide a Safety Data Sheet (SDS) that meets the requirements of the Hazardous Products Regulations (HPR) under the Workplace Hazardous Materials Information System (WHMIS).
Canadian SDS requirements follow the Globally Harmonized System (GHS) format, but include specific Canadian regulatory elements that differ from U.S. OSHA standards.
Key Requirements for a Canadian SDS
A compliant SDS for Canada must:
-
Be in both English and French (bilingual requirement).
-
Follow the 16-section GHS format as outlined in the HPR.
-
Classify hazards according to WHMIS categories and subcategories.
-
Include Canadian-specific regulatory information, such as:
-
Ingredient disclosure thresholds set by HPR.
-
WHMIS pictograms, signal words, hazard, and precautionary statements.
-
References to the Canadian Environmental Protection Act (CEPA) Domestic Substances List (DSL) and Non-Domestic Substances List (NDSL).
-
-
Provide supplier identification with a Canadian address or contact.
